Proposal to amend the team cap at Australs

The following proposal has been moved by the University of Sydney Union.

The constitution currently reads:

22.5 Each institution may only send a maximum of six teams.

24.1 Only the first three ranking teams, after the preliminary rounds, from any member institution will be eligible to compete in the finals series.

Proposed Amendment

22.5 The organisers of the tournament will have discretion to specify a maximum number of teams that may attend from each institution.

24.1 The maximum number of teams eligible to compete in the finals series from each institution shall be (a) three or (b) two-thirds of the number of
teams sent by the member institution with the largest number of teams, whichever is larger.
Explanatory memorandum:

Sydney also raised this issue at Easters Council this year, and the proposal was easily defeated. So, in light of this, we are willing to adopt the same approach to this proposal as we have to our first. If there is very little support for it, we are happy for it to be voted on with minimal discussion. We are also happy to discuss alternatives to the proposal.

Our position on this is simple – we feel that it is illogical to limit the tournament to six teams per institution if the hosting institution is willing to
accept more. Of course, all institutions should be given an appropriate opportunity to send some teams, but we feel that the current practice of
registering three teams and allowing expressions of interest for further teams adequately ensures this.

We further believe that, if the tournament is to expand in size, the team cap should expand also. The tab rules enforce a policy of not having teams from the same institution compete directly against one another, subject to the application of the one-up-one-down rule, But when the team cap is too low, teams from the same institution directly compete for the same spot within the team cap.

Further, Australs is the most prestigious 3-on-3 intervarsity debating tournament in the world. While we recognise that the team cap has a role to
play, we feel that the finals at such a prestigious tournament should represent the best teams in Australasia.
